Delon Hampton & Associates, Chartered a minority-owned, professional consulting engineering services firm headquartered in Washington, DC, currently has an excellent opportunity for a talented and energetic, Project Manager and Construction Engineer.

DHA is currently seeking (2) two experienced candidates to conduct and manage assessments of client facilities such as bus, rail, and ancillary facilities and perform associated analysis and reporting.

PROJECT MANAGER (Position 1)

Responsibilities

The Project Manager manages client facility assessments, data collection, analysis, and reporting in accordance with Facility Assessment Guidelines required by the client. The Project Manager will work closely with engineering, facilities plant maintenance, real estate, and other groups to ensure goals and targets are met.

  • Collaborate with facility maintainers, engineers, capital project managers and contractors and coordinate closely with sustainability asset management contractors to implement the facilities assessment plan.
  • Coordinate staff tasks and manage their work to meet deadlines.
  • Oversee the facilities condition assessment program for assigned facilities.
  • Ensure timely and objective assessments to include reviewing and becoming familiar with all existing reports and conditions. Supervising and cross-training staff to ensure the preparation and timely delivery of documents and updates.
  • Candidate will lead, coordinate, schedule, assign, and inspect the daily work activities of assigned staff.
  • Ensure employees are oriented in department procedures and safety practices.
  • Provide feedback on improving the FCA site work and data processing procedures.
  • Collaborate on project development with applicable planning groups to provide necessary information from the facility assessment process.


Qualifications

  • A bachelor's degree in facility management, construction management, engineering, architecture, business administration, public administration, or closely related field.
  • A minimum of four (4) years of experience of administering asset or facilities management, facilities engineering or maintenance, involving working with stakeholders, policy and procedure development, supervision of project staff, and/or budget management.
  • Familiarity with all aspects of a facility such as site/civil, building envelop, interiors/exterior, HVAC, electrical, mechanical, plumbing, fire protection, etc.
  • Experience in troubleshooting, maintaining, or installing building systems such as HVAC, electrical, communication or fire protection systems.
  • Experience in professional writing and preparing reports and analysis.
  • Proficient with using computers especially with data entry, data analysis, and use of Microsoft Office including Word and Excel.


Preferred Qualifications

  • A master's degree in facility management, construction management, engineering, architecture, business administration, public administration, or closely related field.
  • Certification in Facilities Management or Infrastructure Asset Management and or Project Management Professional (PMP) certification and transit/transportation related experience.

CONSTRUCTION ENGINEER (Position 2)

Responsibilities

The Construction Engineer is assigned to a group of facilities and conducts on-site facility condition assessments and capture the data in a suitable format for analysis and reporting. The incumbent will collaborate regularly with maintenance offices, contractors, and representatives from other disciplines within the Authority in support of the assessment duties.

  • Conduct facility assessments to include walk-through of the accessible and visible systems of buildings and facilities (mechanical, electrical, plumbing, structural, civil), and observe systems, components, equipment, and conditions to assess and collect data on the state of good repair, expected remaining useful life, and significant physical deficiencies.
  • Provide feedback on improving the FCA site work and data processing procedures.
  • Collaborate on project development with applicable planning groups to provide necessary information from the facility assessment process.

Qualifications

  • An associate's degree in engineering.
  • A minimum of five (5) years of experience in facilities troubleshooting, maintenance or construction, including but not limited to maintaining building systems, mechanical and electrical systems, and equipment, and/or performing facility performance and condition assessments such as Reliability, Availability, and Maintainability (RAM), and sustainment analysis.
  • Experience working with stakeholders, developing procedures, and estimating costs.
  • Familiarity with all aspects of a facility such as site/civil, building envelope, interiors/exteriors, HVAC, electrical, mechanical, plumbing, and fire protection.
  • Experience in troubleshooting, maintaining, or installing building systems such as HVAC, electrical, communication or fire protections systems.
  • Proficient with using computers especially with data entry, data analysis, and use of Microsoft Office including Word and Excel.


Preferred Qualifications

  • Experience in facility management, site assessments or closely related field transit/transportation related experience. Experience installing, maintaining, or troubleshooting HVAC, electrical, plumbing, fire protection or communication equipment.

Both positions will require a valid driver's license and will require conducting field visits to Metro facilities including accessing mechanical equipment located on rooftops, tunnels, or other locations.
