The Clean Rivers Project is DC Water's ongoing program to reduce combined sewer overflows (CSOs) into the District's waterways. Delon Hampton & Associates (DHA) is providing a broad range of engineering and program management services including civil, structural, and permitting to DC Water. The project is being implemented over a decade and a half and features more than 13 miles of 23-foot diameter tunnels spanning across Washington, DC. The system of tunnels and diversion sewers capture CSOs to Rock Creek and the Anacostia and Potomac Rivers for treatment at DC Water’s Blue Plains Advanced Wastewater Treatment Plant. The DC Clean Rivers project will reduce CSOs annually by 96 percent throughout the system and by 98 percent for the Anacostia River, resulting in dramatic improvement to the water quality of the District’s waterways.
The Anacostia River projects was divided into 13 Contract Divisions in order to complete Consent Decree milestones between 2018 and 2025. Beginning on the ground floor in 2009, DHA has provided key full-time personnel in program management and design including project managers for Division I and Z, a program-wide quality control manager, CAD manager, as well as a senior technical manager. Other full-time roles include hydraulic and structural engineers, a green infrastructure specialist, as well as support in drafting and document control. As specific needs arise for structural design, permitting and agency coordination, DHA provides senior off-site expertise to deliver quality results based on a long history of work in the District.
